Tulich's Biography:
Commander Gene Tulich, US
Coast Guard (Retired) spent 22 years on active duty including
two tours in Vietnam. Most of his career was in Drug
Interdiction. At Headquarters in Washington he developed the
Coast Guard's drug enforcement program, as well as the Maritime
Law Enforcement School. He served as Chief of Law Enforcement
and Intelligence in Southern California where he participated in
the planning for the 1984 Olympics. He was subsequently the
Assistant Chief of Law Enforcement for the Pacific Area followed
by Chief of Intelligence for Coast Guard Pacific Area and
Maritime Defense Zone Pacific. He later was assigned to the
commands of the Gulf Coast Organized Crime Drug Enforcement Task
Force in Houston and Operation Alliance (border interdiction) in
El Paso. After retirement Gene taught political science at the
University of Houston, Houston Baptist University, Houston
Community College, Tomball College and Montgomery College. He is
the Chairman of the Houston Military Affairs Committee and the
Deputy Chairman of the Ellington Field Task Force. He is an
Active Life Member of the International Association of Chiefs of
Police.

Dr.
Mobley is a graduate of the University of Arizona, the
University of Tennessee Medical School, and residency training
program of Baylor College of Medicine in Houston.
He has been practicing urology in Houston since 1977.
Dr. Mobley is
presently the chairman, department of Urology at Memorial
Hermann Memorial City Hospital in Houston, having previously
served as Chairman of the Surgery Department and as
Chief-of-Staff at this same institution.
Dr. Mobley has
written extensively and has more than 40 publications in
peer-reviewed journals. In addition he has co-authored textbook
chapters, two books, and several educational audio and visual
tapes. He has won several awards for his investigative work. Dr.
Mobley has been and FDA-approved clinical investigator
functioning as a Primary Investigator in more than 40
FDA-sponsored clinical trials.
These have included trials for drug treatments of
impotence, BPH, incontinence, prostate cancer as well as device
trials for treatment of erectile dysfunction.
Dr. Mobley has presented results of his research both
nationally and internationally, and has taught surgical
techniques to urologists in Europe and in South America.
Dr. Mobley serves as a consultant to several device and
drug manufacturers.
Dr. Mobley is
the host of “The Houston Health Hour” a daily radio show
heard in Houston continually since 1992 on KSEV AM 700 radio.
He is married
and has four grown children, and one grandson.

Biography:
Neal Adams’
expertise in the oil industry as a firefighter, blowout control
specialist, engineer and consultant, makes him one the most
influential voices on terrorism in the oilfield.
Mr. Adams has traveled to and worked in 35 countries
including all the oil producing regions.
He was
instrumental in extinguishing the fires set by Saddam Hussein in
the Kuwaiti oil fields. To show their appreciation, the Kuwaiti
kingdom presented Mr. Adams with a plaque.
A film crew documented his heroics in a technical video
called “Kuwait in Flames.” It took top awards at the New
York Film Festival in the industrial video category and first
place in the 1993 Telly awards.
He has
previously held top-secret clearance with the CIA consulting on
the Russian oil economy and its relationship to military issues. He
conducts courses and has consulted for numerous international
regulatory groups on issues of safety, security and terror
including Lloyd’s of London. In addition, he was technical
advisor to Steven Seagal on the Warner Bros. movie “On Deadly
Ground”.
Mr. Adams is
the author of five books, 60 journal publications and numerous
technical research reports. He has been featured by many local,
national and international media outlets including the BBC and
Forbes Magazine.
He
is a black belt in martial arts and an eight-time Karate world
champion. Mr. Adams lives in Houston with his wife, two dogs and
cat.

"Progress Report - Homeland Security Preparedness for Harris County"
Harris County, the third most populous county in the country with 3.6 million residents, has been identified by the FBI as one of the regions in the United States that possesses all of the nine assets vulnerable to terrorism. The nine asset vulnerabilities are: energy, a major seaport and airport (Port of Houston and the Houston Airport System), manufacturers of substances that have a potential for misuse, aerospace (NASA), computer manufacturing and software, media, and telecommunications. In Harris County, County Judge Robert Eckels works everyday to better prepare the region for terrorist attacks, while at the same time improving police communications, trauma care, and public health. County Judge Eckels is a founding member of the Harris County Citizens Corps Council and a member of the State and Local Officials Senior Advisory Committee to President Bush’s Homeland Security Advisory Council.

Captain
Cook is currently serving the Texas Ports of Houston, Galveston,
Texas City, and Freeport, and the adjacent intracoastal and
off-shore waters, as Captain of the Port, Officer In-Charge
Marine Inspection, and Federal On-Scene Coordinator with
responsibility for maritime security, safety, and environmental
protection. In this
regard, he commands Marine Safety Office Houston-Galveston with
subordinate commands, Marine Safety Unit Galveston and Vessel
Traffic Services Houston-Galveston. Additionally, for the
purposes of maritime homeland security, Captain Cook commands
the regional Task Unit comprised of all Coast Guard units and
Navy patrol boats from Freeport, Texas, eastward to Lake
Charles, Louisiana, in which he coordinates nearly 800 personnel
to provide security for the most economically critical
petrochemical corridor in the nation.
A
New Jersey native, Captain Cook graduated from the U.S. Coast
Guard Academy in 1979, earning a Bachelor of Science degree in
Ocean Engineering and a commission as an Ensign. His first
assignment was as a Deck Watch Officer on board the seagoing
buoy tender, cutter MADRONA. From there, he was selected for
postgraduate studies in Chemical Engineering, earning a Master
of Science Degree from Princeton University in 1983. His
subsequent assignment was to the Hazardous Materials Branch of
Coast Guard Headquarters working on domestic and international
safety regulations for commercial shipments of hazardous
chemical and liquefied gas cargoes
In
1987, Captain Cook returned to sea as Executive Officer of the
cutter BITTERSWEET. In addition to buoy tending, the tour was
filled with many operational challenges including fisheries
patrols, search and rescue, and a joint U.S.-Canada oil spill
exercise. Next, he served in two Marine Safety billets from
1989-1993; first, as the Safety and Occupational Health
Coordinator for the Fifth Coast Guard District; and second, at
Marine Safety Office Hampton Roads, Virginia, highlighted by
performing vital cargo vessel inspections in support of the Gulf
War and implementing revolutionary requirements in response to
the Oil Pollution Act of 1990.
Captain
Cook took command of the cutter COWSLIP in 1993. He spent two
years in that assignment leading his crew through numerous
operations including: Cuban migrant rescues in Operation Able
Vigil; ice-breaking duty during the Northeast's worst winter in
25 years; response to a 10,000 gallon oil spill with the Vessel
of Opportunity Skimming System; a 6000 nautical mile change of
home port; and finally, maintaining aids to navigation for the
commercially and militarily critical ports of the Chesapeake Bay
and its tributaries. COWSLIP was awarded both the Unit
Meritorious Commendation and the Unit Commendation under Captain
Cook's leadership.
Returning
to the Marine Safety Program in 1995, Captain Cook took charge
of the Headquarter's Hazardous Materials Branch. There he served
as the Coast Guard's leading policy advisor for commercial
transportation of hazardous chemical and liquefied gas cargoes,
including duties as delegation leader for the Coast Guard's
eight person negotiating team to the International Maritime
Organization's Subcommittee on Bulk Liquids and Gases.
Next, he was selected
to attend a challenging one-year course in strategic studies at
the U.S. Army War College, which he completed prior to his
assignment to Marine Safety Office Houston-Galveston.
Captain
Cook's personal awards include the Coast Guard Achievement, the
Coast Guard Commendation, and the Meritorious Service Medals. He is also a recipient of the Vice President’s Hammer
Award.
He
is married to the former Kristen Hausler, a native of Mystic,
Connecticut. Commander Cook and his wife have three children:
Erin (19), Peter (16), and Megan (12). They currently reside in
Seabrook, Texas.

Post 9/11 and War on Terrorism
anxieties have produced extraordinary interest in an insurance
product for Kidnap, Extortion, Illegal Detention and Hijacking (aka
K&R insurance). Our guest is David Lattin, the Director of
Industry Practices for the St. Paul Companies Corporate Hq out
of St. Paul MN. David is the national practice leader for the
St. Paul K&R product. Previously he spent 11 years as a
kidnap and extortion advisor with Control Risks Group, a London
headquartered security consultancy, and is considered one of the
more informative K&R speakers in the nation today.
During the turbulent 90's, David
deployed over 65 times to global incidents of kidnap, extortion
and product tampering, mostly involving cases insured by Lloyd's
of London. He has 'case managed' over 20 other cases.
Innumerable are the times he has provided telephonic response
for cases needing a quick assessment and advice (eg bomb
threats, hoax calls, etc) He has traveled to 52 countries.
The talk, entitled "It's the
Advisors, Stupid!", is meant to raise the awareness of the
insurance and the benefits that derive from the advisors who
partner with insurers to achieve the corporation's primary
objective; the safe return of the victims. This presentation is
an ideal opportunity to invite various corporate disciplines who
need to understand the disparate yet interrelated roles played
by corporate disciplines. Those disciplines include but are not
limited to risk management, human resources, legal, security,
corporate communications, and finance. Law enforcement personnel
find the presentation of interest because they are often curious
about the advice that 'consultants' are giving the corporation
in an insured event. It's a presentation that any ASIS member or

Department of Surgery at Baylor College of Medicine. He serves as the Medical
Director for the Emergency Center at Memorial Hermann Hospital, and is an
Assistant EMS Physician Director with the Houston Fire Department.
Dr. Bradley serves as a Major in the Texas Air National Guard and is assigned as the Chief of
Clinical Services with the 147th Fighter Interceptor Wing in Houston. During Tropical Storm
Allison he was the Planning Section Chief in the Greater Houston Medical Recovery
Command. For his actions during Tropical Storm Allison, Dr. Bradley was awarded the United States Air Force
Commendation Medal. Dr. Bradley is also a licensed private pilot.
Description: Industrial activities are at risk for multiple casualty incidents
caused by incident of terrorism or other disasters. Local government is
responsible for the response to these incidents. Security professionals must
understand how local emergency medical services systems will respond and how to
interact with incident command system during emergencies. The presentation will
include a description of some of the special teams that may respond during a major multiple casualty incident. The presentation will also cover biological threats, to include SARS.
Bio: Dr. Richard Bradley received his BS from Santa Clara University in
California, and his MD from Georgetown. He completed a residency in Emergency
Medicine at Stanford and then a fellowship in Emergency Medical Services with
the Houston Fire Department. He is board certified in Emergency Medicine. He
is currently a Clinical Assistant Professor of Emergency Medicine at the
University of Texas Medical School at Houston and an Assistant Professor in the
Department of Surgery at Baylor College of Medicine. He serves as the Medical
Director for the Emergency Center at Memorial Hermann Hospital, and is an

In response to the terroristic
attacks of 2001, a series of laws have been enacted that have
and will continue to severely impact the way biomedical research
is carried out in this country. In some instances, these laws
have blurred the lines between the traditional boundaries of the
safety and security professions. To address this issue, this
presentation will:

impacting biomedical research |

Dr. Robert Emery is the Executive
Director of Environmental Health & Safety for The University
of Texas Health Science Center at Houston and Associate
Professor of Occupational Health at the University of Texas
School of Public Health. Bob has over 20 years of experience in
health & safety and holds masters degrees in health physics
and environmental sciences, and a doctorate in occupational
health. Bob is unique in that he possesses national board
certification and registration in all of the main areas of
health & safety; health physics [Certified Health Physicist,
CHP], occupational safety [Certified Safety Professional, CSP],
industrial hygiene [Certified Industrial Hygienist, CIH],
biological safety [Registered Biosafety Professional, RBP],
hazardous materials management [Certified Hazardous Materials
Manager (CHMM)], and risk management [Associate in Risk
Management (ARM)]. Bob is the author of many peer-reviewed
articles on practical health and safety topics and makes
frequent presentations on such issues at the local and national
level. In 2001, Bob assumed the additional role of Assistant

Richard Stoll grew up in
Providence, Rhode Island, received his undergraduate
degree from the University of Rochester, and his doctorate
from the University of Michigan. He
came to Rice in 1979, and is now a Professor
of Political Science and Associate Dean of Social Sciences. His
research interests are in the study
of international conflict, American national
security policy, and the use of computer simulation. He has
published five books and a number of
articles and book chapters. During his
time at Rice, he has won nine teaching awards.
