Bio for Kim Ogg

Kim Ogg is the Executive Director of Crime Stoppers of Houston. As Director and spokesperson for the most successful Crime Stoppers program in the world, she brings the Crime Stoppers mission of solving crimes through anonymous tips for cash rewards to the neighborhoods, schools, and streets of Houston. Since Crime Stoppers began in 1981, Crime Stoppers tips have solved more than 21,000 felony crimes in the greater Houston area.

From 1994 – 1999, Kim Ogg developed and ran the City of Houston Mayor’s Anti-Gang Task Force, the only public policy office of its kind in the country.

Ms. Ogg is a former Harris County Assistant District Attorney and Chief Felony Prosecutor. She is board certified by the Texas Board of Legal Specialization as a Specialist in Criminal Law and serves as an Adjunct Professor at the University of Houston Downtown. She is the author of the recently published “Texas Gangs: the Legal Handbook”. In 1998, Ms. Ogg received a national award from the Foundation for the Improvement of Justice for her work in the field of Criminal Justice.

" Fire Simulation – Moving Beyond Fire Drills"

This presentation examines a fire simulation at Crescent - Greenway Plaza in partnership with the Houston Fire Department that combines fire fighter training, building operations and Security in a unique training platform.

Abstract:

The theme of this presentation is High Rise Fire Safety. This training moves beyond the conventional fire drill, to a new training platform. This is a simulation conducted in real buildings, in a training platform. This includes a zero visibility environment, with a building in fire mode.

Responders must use building systems and equipment, elevator and fire panel operations, and traffic management. The fire simulation tests all levels of the responder abilities. This presentation is an overview of a highly intense training format that brings together the private and the public sector in a unique cross training environment.

Steve Cichon's Biographical Sketch:

District Chief Steve Cichon, is responsible for the training of fire fighters at the Houston Fire Department Fire Academy. Chief Cichon develops training standards for fire cadets, and coordinates on-going training for all line fire fighters. The Houston Fire Department high-rise training program was coordinated and developed in conjunction with the training division, and approved for a department wide training development under the Houston Fire Department Fire Fighter Safety Plan.

Charles Hutchinson's Biographical Sketch:

Security Manager for Greenway Plaza, Houston, Texas, and a combined multi-building property comprised of 10 high-rise buildings, and 4.5 million square feet of tenant space. Charles has operational responsibility for a community of over 12,000 customers, and a security staff of over 65 officers and is responsible for an extensive array of electronic security assets including, access control, CCTV, and the development of new security based technologies. Charles is a member of the Houston Triad, a joint board representing commercial building owners and operators, with the Houston Fire Department and Building Code Department, the Energy Security Council, BOMA Houston’s Security and Preparedness Committee and the US Attorney’s Office Anti-terrorism Advisory Council (ATAC) for the Southern District of Texas.

Biography:

Mr. Robert Starnes is the Special Agent-in-Charge, Houston Field Office, providing oversight for the Criminal & Personnel investigative programs, and the Protective Liaison and Protective Security programs within Texas and Oklahoma.

Since joining the Diplomatic Security Service, Mr. Starnes has held a number of assignments overseas and domestically, including; Senior Regional Security Officer, Wellington, New Zealand (1999-2002); Asuncion, Paraguay (1996-1999); Unit Supervisor, Washington Field Office (1994-1996); Special Agent, Houston Field Office (1991-1994); Assistant Regional Security Officer, Guatemala City, Guatemala (1989-1991); and Special Agent, Houston Resident Agency (1987-1989).  Prior to joining the Diplomatic Security Service, Mr. Starnes was employed by the Texas Department of Public Safety; 3 years with the Texas Highway Patrol and 2 years with the Texas Governor’s Protective Detail.

Mr. Starnes is the recipient of a FBI Director’s Commendation, two Superior Honor Awards, four Meritorious Honor Awards, and a Meritorious Step Increase.

From Manor, Texas, Mr. Starnes received his Bachelor of Applied Arts & Science degree in Education from Southwest Texas State University and Associates Degree from Blinn Jr. College.  Mr. Starnes is an active member in the following organizations: Diplomatic Security Service Special Agents Association, International Police Association, Federal Law Enforcement Officers Association, Native American Law Enforcement Association, and Texas State Trooper’s Association.
