HOUSTON CHAPTER MEETING MINUTES

1/21/09

The luncheon meeting was held at the Renaissance Hotel= with Chapter President Tom Hamilton presiding. 62 total members and guests atten= ded.

The lunch began at 11:50AM with a welcome to all from = Tom Hamilton, Chapter Chairman 2009.

Tom invited all guests to stand up at this time and introduce themselves.

Butch Roberson let the Pledge of Allegiance and prayer with a special mention of Kevin Bor= delon and his wife whose lives were taken over the holidays in an automobile accident.

Tom recognized Matt Silcox= for serving as the new ASIS Assistant Regional VP.

Tom announced that the executive committee formed a co= uple of new committees.

Tom made some announcements:

* The execut= ive committee voted to move the golf tournament to September or October to prov= ide more time for planning and not to butt up against graduations and Mother’s Day.

* We will be= posting the lunch meeting minutes and board meeting minutes to the web site if anyo= ne wants to review them they are welcome.

* A membersh= ip survey will be posted on the web site and encourages everyone to fill it ou= t so we will know how to better serve our membership.

* We hope to announce this year’s seminar dates at next month’s luncheon mee= ting.

* This year&= #8217;s seminar dates will be moved up to May or June.

* The Execut= ive Committee will be very active throughout the year and the minutes of these meetings will be posted on the Chapter’s web site.<= /p>

* Roger Pipe= r is now taking sponsorships for the web site so if anyone is interested please cont= act him.

* Tom Hamilt= on is now taking Newsletter renewal sponsorships.

Tom gave a s= pecial thanks to Dave Parker and Jon Kahn for fixing a glitch in getting the 2008 seminar attendees their Certificates of Completion.

Tom presented Certificates of Appreciation to last year’s officers and to the commi= ttee chairs and presented special plaques to Bob Cascino and Sheree Poe for their last 8 years of service with the Chapter’s Treasury.

Tom introduc= ed Mike Mallon to do the Public Safety Presentation to Ryan Patrick.

January's Public Safety Honoree is a Volunteer Firef= ighter and Harris County Correctional Officer Ryan Patrick. Ryan, a recent employee of Harris County Sheriffs Department has b= een a volunteer firefighter with the Cy-Fair Volunteer Fire Department for almo= st three years. He has responded to over 75 medical calls for assistance, mult= iple structure, grass and vehicle fires. He is a dedicated volunteer who also participates in public service programs sponsored by the fire department. In his short tenure as a corrections officer he has managed to obtain the resp= ect of the deputies assigned to jail duties, earning the nickname "blood i= n, blood out" for his willingness to jump into any situation where the deputies required physical assistance with disorderly and violent inmates. = This rather lengthy resume takes on special prominence when you consider that Ry= an is only 19 years old.

Tom introduced our speaker for today Mr. Deed Vest, Director of Security, Technology Pr= ojects and Export Control, United Space Alliance.

13 Year high= tech products and services company who anticipates a long future with internatio= nal complexities. They are owned by Boeing & LM, does 2 billion in annual revenues and employs 10,000 people. There operations are characterized by great technical complexities, = risk management, foreign interfaces, and transfer of technology and security challenges.

Mr. Vest wan= ted to make clear what this presentation was not. It is not an analysis of USG Export Control (EC). It is not a proposal for changes t= o USG EC or security. It is not a review of classified security. It is not a criticism of what does= or doesn’t work and it’s not a recommendation for improvements.

What is the = premise of worldwide environment? Glo= balization is a fact. International security is redefining global defense trade and po= licy. The major usage powerhouses are: Department of Defense

A new factor= is global environment is availability of technology. Security and compliance challenges= are hugh.

National sec= urity is now often analogous to international security and the role of the private sector “Security Professionals” is increasing.

The worlds of “security” and the worlds of “supply chains” have become more private sector based and globally sourced.

There are few international legal and regulatory infrastructures that have kept pace.

Cooperative = efforts within the family disciplines of intelligence, law enforcement, and security are improving in the public and private sectors. Therefore, this is beginning to enc= ompass “international compliance”.&nb= sp; International compliance can be characterized by export control.

Industry con= text of global high tech competition will be focused on aerospace. High technology is the norm. Business and products have a signi= ficant influence on national security. Products are a foreign policy consideration characterized by military and commercial markets. Duel use is a major factor and major markets are international. Often there are highly regulated playing fields. Programs include development, manufacturing, production, operations = and marketing. High security and protection requirements are mandatory.&nbs= p; The transfer of technology will be required.

Mr. Vest nam= ed some of the many players in export control and there are lots of them. He also listed some major internat= ional objectives. Some of them are = defend national security, protect US technology, maintain US economic advantage but defined SECURITY: The maintenance of an acceptable s= tate of order and the absence of undesirable occurrences. The mission is to prot= ect facilities, employees, capabilities, and property in support of the organizations mission.

Mr. Vest det= ailed some lessons learned in international compliance, violations & consequences = and special caution in global trade. He also listed things to remember and last but not least DON’T BET THE COMPANY AND DON’T LIE AND DON’T CHEAT.

The mother o= f our honoree drew the name of George Keil as the first door prize winner for 2009. George won a $50.00 AME= X gift card compliments of Hamilton Consulting Services.

Dave Parker announced that he has the C. E.’s for the luncheon today and he will = be outside handing them out so anyone needing them be sure to stop by and get = them from him.
