ASIS-HOUSTON CHAPTER MINUTES

The luncheon meeting was = held at the Renaissance Hotel with Chapter President Posie Clinton presiding. Fifty-Nine (59) members and guests attended.

COMMITTEE ACTIVITIES:

Region VI: RVP Michael Crocker, CPP discussed the National Leade= rship Meeting he recently attended and expressed how pleased National was with the Houston Chapter. He fur= ther announced that the Houston Chapter Newsletter had won an Honorable Mention = for Chapters 500+ and that the Houston Chapter Website had won First Place for Chapters 500+. He called off the names of the Web= site Sponsors and thanked them.

Chapter President Clinton= expressed his appreciation to RVP Crocker for all of his efforts for the Chapter, the Region and for ASIS and especially for RVP Crocker’s leadership and effort on the Hous= ton Chapter Website.

Treasurer’s Repo= rt: = ; Chapter Treasurer Tom Norman, CPP, PSP announced that t= he Chapter presently had $ 16,647.61 in the checking account and $ 6,274.58 in= the savings account for a total of $ 22,922.19. He then discussed the details thereof.

Special Report: It was announced that a committee = had meet with Cliff Grumbles, Director of the Texas Private Security Board and = that beginning next meeting attendees of the luncheon should again be eligible to receive continuing education credits.

Golf Committee: Randy Simpson, CPP announced that a large number of $ 1,500 sponsorships had been sold and funded and that the = main sponsorship was in the final negotiation stage.

Public Safety Award: Harris County Sheriff’s Office Deputy David Papa.

On Tu= esday, December 5, 2006, at approximately 02:10 hours, Deputy David Papa, with the Harris County Sheriff’s Office, responded to a suspicious person call= at 6400 Block Modesto Drive= in southwest Harris County. The reportee<= /span> for that call advised that two black males were walking through the neighborhood, attempting to burglarize parked vehicles. The reportee<= /span> also advised that the suspect’s vehicle was parked near his residence= .

When = Deputy Papa and other deputies arrived, they were able to locate the vehicle. However, there were no suspects in= the area. They remained in the ar= ea for approximately 40 minutes in hopes of finding the suspects. The suspects never returned to the= ir vehicle and the call was cleared.

Deput= y Papa was not satisfied. At approxi= mately 04:15 hours, Deputy Papa returned to the area to see if the vehicle was sti= ll there. When he arrived on Modesto Drive, Deputy Papa observed the suspect vehicle back out of a driveway and pull in front of another residence. He immediately conducted a traffic stop on the vehicle. After making contact with the sole occupant of the vehicle, Deputy Papa received conflicting stories as to wha= t he was doing in the area. Deputy= Papa called for backup to his location. After backup arrived, the suspect was detained.

While= the investigation was still ongoing, there was the sudden sound of glass breaki= ng and screaming from another residence located at 6400 Modesto Drive. Several Asian males and females we= re then seen running from the residence, screaming. Deputy Papa, Deputy Norman Fitts and Deputy Jeurel S= ims determined that they had interrupted a home invasion in progress.

While= Deputy Sims remained with the suspect in the vehicle, Deputy Papa and Deputy Fitts, without regard for their own safety, entered t= he backyard of the residence in order to prevent any other suspects escape. While in the backyard, a second su= spect exited the back door of the residence.&nbs= p; When the suspect saw Deputy Papa, the suspect fired shots at Deputy Papa. Deputy Papa and Deputy = Fitts returned fire.= The suspect then was able to jump a fence and flee the scene. Deputy Papa, during the exchange of gunfire, narrowly escaped serious injury, when a bullet went through the le= g of his pants.

The investigation revealed that the suspect in the vehicle, along with two other suspects had just robbed the residence.&nb= sp; They seriously injured one male inside the house in order to obtain = bank card PIN numbers.

The s= uspect who fired shots at Deputy Papa was apprehended later that same day.

Detec= tives were able to link these suspects to numerous home invasions in the area, including Fort Bend County and the City of Houston.

Deputy Papa’s diligence to se= rvice and his steadfast pursuit of justice, has result= ed in two dangerous criminals being taken off the street. He has made Harris County a safer place to live.

Greg = H. Walker, Esq., CPP, ARM presen= ted Deputy Papa with a plaque as our token of appreciation for his going the ex= tra mile and not giving up that the suspects were still in the area. Deputy Papa was accompanied by his= Wife, Cassandra, his direct supervisor Lt. William Gray and Captain Paul Cordova.=

Mr. W= alker announced that the Chapter’s own Brave American Warrior, Colonel Will= iam “Bill” Hart, USA, was back in the Unit= ed States and would be the featured speaker= at the next luncheon. That Col. Hart had been the Director Of Detention for the U= nited States in Afghanistan and would be speaking on his personal dealings with al Qaeda, Taliban and o= ther terrorist detainees.

Mr. Hutchinson, using a PowerPoint presentation, in addition to the material noted in the above lin= ked article, stressed the following points:

1) Have & Manage your Security Plan;

2) Manage your Syst= ems and Make Effective Use of Technology;

3) Have & Manag= e your Emergency Response Plan;

4) Have & Manage you Perimeter Control;

5) Coordinate &= Manage your Command & Contro= l Center; and

6) Run an Effective Guard Force.

He also stressed that his Contract Security Guard Force did not work FOR Greenway, but instead worked WITH Greenway and that having a clear understanding between the Owner (Gree= nway) and the Contractor as to clearly established objectives and goals based upon the Security Plan was critical as is frequent meetings and fine tuning.

Mr. Hutchinson stated tha= t three important elements of a Security Plan are:

1) Establish the Co= re Operations of Security Operations;

2) Establish Clear Goals & Objectives; and

3) That the Foundat= ion of the Security Plan is Policy & Procedures.

He went on to point out t= hat another important area is the management of data:

1) Validate credent= ials;

2) Keep only the personal information that you actually need and shred and destroy the rest;=

3) = Have a 90 day list -- that is to say if an access card has not been used in 90 d= ays, require the Tenant to provide a reason why the employee/contractor has not = used the card;

4) = Strictly limit those in a Tenant’s organization that can grant access;

5) = Have and follow strict guidelines for the release of information from your access control system and other data and surveillance systems; and

6) = Let no one pull a report on themselves, not even the= CEO of the Tenant.

He concluded with:

A Successful Security Operation is on that You Trust.

Chapter President Clinton presented Mr. Hutchinson a plaque recognizing his time and commitment to the Chapter on many levels.
