Officer of the Year Award to Lt. Gary Scheibe of the Houston Police
Department.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Lt. Scheibe=
 is
attached to the Mayor&#8217;s Office of Homeland Security.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Lieutenant Gary Scheibe, =
a 23
year member of the Houston Police Department, who is presently assigned to =
the
Mayor&#8217;s Office of Public Safety &amp; Homeland Security, is awarded t=
he
Public Safety &amp; Law Enforcement Officer of the Month Award by the Houst=
on
Chapter of ASIS, International for his continuing exemplary work in the are=
a of
Homeland Security.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Lieutenant Scheibe was the
Operations Chief for the In-Processing of Katrina Hurricane Mega Shelter
Evacuees during which time a variety of agencies working under his umbrella=
 of
command received, searched the persons, luggage and vehicles, seized weapon=
s,
triaged, registered in and assigned temporary shelter for over 65,000 peopl=
e in
the span of a couple of days.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Lieutenant Scheibe also b=
een
involved in two of <st1:place w:st=3D"on"><st1:City w:st=3D"on">Houston</st=
1:City></st1:place>&#8217;s
major events, the World Series and the Super-Bowl related events as the Hard
Team Lieutenant handling and traffic management in the downtown central
business district and maintaining the security hard perimeter at Reliant
Stadium during the Super-Bowl itself.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Lieutenant Scheibe has sh=
own his
strong interest in Security Management by being one of the first to earn the
Master of Science in Security Management degree from the <st1:place w:st=3D=
"on"><st1:PlaceType
 w:st=3D"on">University</st1:PlaceType> of <st1:PlaceName w:st=3D"on">Houst=
on
  Downtown</st1:PlaceName></st1:place>.</p>

<p class=3DMsoNormal style=3D'text-align:justify'>He is married to Michele =
Scheibe
who is a retired HPD Sergeant from the City of <st1:place w:st=3D"on"><st1:=

style=3D'mso-spacerun:yes'>&nbsp; </span>Office of the Inspector General.</=

Scheibe with a special plaque as our token of appreciation for his going the
extra mile and being a leader in public safety management.<span

$ 100.00 and a year&#8217;s membership to both ASIS International and the

accompanied by his direct supervisor retired Executive Assistant Chief and =

Director of the City Of Houston&#8217;s Office of Public Safety &amp; Homel=

Chapter presented a Roman style sword and his past Chairman&#8217;s pin to =

Chapter as its Chairperson during the 2006 Year.</p>

ouston
Chapter&#8217;s own Brave American Warrior, Colonel William &#8220;Bill&#82=
21;
Hart, USA, Col. Hart who had just finished a tour of duty as Director Of
Detention for the United States in Afghanistan and spoke on his personal
dealings with al Qaeda, Taliban and other terrorist detainees, as well as t=
he
Afghan people and government.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Colonel Hart spoke from h=
is
heart, from his mind and from his experience to his friends, the members of=
 the
Houston ASIS Chapter.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span><=
/p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>In respect of his straight
talking to our Chapter member I will not recite much of the information rel=
ated
to us.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp;&nbsp; </span>While <st1=
:country-region
w:st=3D"on"><st1:place w:st=3D"on">Col.</st1:place></st1:country-region> Ha=
rt, in
the highest traditions of the U.S. Military, did not impart any classified
information, he spoke as he has always done, with enthusiasm, straightforwa=
rd
without spin, completely and truthfully.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>I will relate that Col. H=
art was
not only extremely proud to have been called back to active duty by his
country, but was even prouder of the men and women who served under his com=
mand
and with him.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>When he s=
poke
of these brave men and women he beamed like a parent filled with pride, res=
pect
and love.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'><st1:country-region w:st=
=3D"on"><st1:place
 w:st=3D"on">Col.</st1:place></st1:country-region> Hart through words and
pictures related the many wonderful humanitarian things our men and women of
the United States Armed Forces do during their deployments -- things that
unfortunately most of the world and American media do not put on the air.<s=
pan
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Things that would make their
parents even prouder than I am sure that they are and that would make almost
all Americans stand up and cheer for them. <span
style=3D'mso-spacerun:yes'>&nbsp;</span>These included one story of a school
built by the our troops in a small village that means so much to the local
people who had been deprived of education for so long by the Taliban that w=
hen
30 or so Taliban with AK-47&#8217;s and rocket launchers came back to the
village and was going to destroy the school, that the local people drove th=
em
off using the only weapons they had - sticks and stones.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Among other things, he al=
so
pointed out that the United States spends $ 9 a day to feed the average
American soldier, but spends $ 35 a day to buy Hallal (religiously required)
food for the Jihadist detainees not only in Afghanistan, but also in the
special prisons at the U.S. base at Guantanamo in Cuba.<span
style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </span>Again, another fact not told=
 to
the American people by our media.</p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'><st1:country-region w:st=
=3D"on"><st1:place
 w:st=3D"on">Col.</st1:place></st1:country-region> Hart also through words =
and
pictures related what it was like to be an Afghan, their love of their coun=
try,
their people and culture and their hope to be safe and free from radicals
within their own religion.<span style=3D'mso-spacerun:yes'>&nbsp;&nbsp; </s=
pan><st1:country-region
w:st=3D"on"><st1:place w:st=3D"on">Col.</st1:place></st1:country-region> Ha=
rt
brought out the difference between those of the religion of Islam that are =
true
followers of the religion and those that corrupt it for their own murderous
purposes.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He showed true resp=
ect and
caring for all except the radicals and he very plainly laid out what type of
people the Jihadists are, what their goals are, the extent of their fevour =
and
devotion and the future for the Afghan and American peoples if the Jihadists
are not brought to justice.</p>
